In seeking to honestly address this reasonable question , I refer to the Committee set up but not followed through on ,by Obamas Administration in 2014 — in order to get proactive in addressing the bad effects on community health of a certain to occur new ,containable infection entity, facing humanity ,as well known about at and before that time point !!!

Then , in 2015 ,Bill Gates gave a TED TALK to this very same effect .

Yet ,despite the above valid serious facts , the clear evidence is that reasonable proactive digitised global village systems of tracing for new infection clustered outbreak ,were never ever put in place at all !

This writer asks does that offence of omission constitute criminal neglect by WHO and other notified Officialdoms ,with the certain duty in due diligence around protection of community and individual health ?

In summary ,and with sure disgust , it seems there is little evidence that WHO with other notified Officialdoms have been duly diligence regarding sure spotting and early containment here and never ever took the obvious proactive and swiftly active steps ,to hold this initially small outbreak within the province or even the country of originating nascence which was Wuhan but could have been in county Kerry !!

The first principle of disease prevention and management is prevention is better than any expensive ,late damaging attempts at cure . Yet ,this fundamental wisdom did not come into place at the hands of WHO and other long notified Officialdoms ,until too little far too late ,beyond Autumn 2019 and in the case of Ireland late March 2O/20 !!

Surely this is ,indeed ,evidence of gross criminal unlawfulness by the Parties reference above ,who own this proactive and active care duty ,under Conventions, Statutes , tort law and in ordinary lay understanding of due care and trust !!
